FAIL - when no forms processor defaults are enabled

Problem/Motivation

Sometimes a forms processor does not have defaults defined. The cmrf_form_processor expects that there is always one and writes a FAIL message in the CMRF_CALL table

Steps to reproduce

Create a from without a forms processor default and check the cmrf call log.

Proposed resolution

Check if the defaults are really needed by the webform handler.
