Refactor the 3.0.x version's FileSystem implemention to use decoration instead of extending Drupal Core.

Problem/Motivation

Once the main refactoring is complete and we have a working implementation of this module's 3.0.x version in alpha status, the Drupal\flysystem\FileSystem class should be refactored to use decoration in place of extending the Drupal\Core\File\FileSystem class.
