Files are not automatically download/uploaded when db copied between envs.

Problem/Motivation

the module does not work.

Steps to reproduce

- durpal 10
- install s3fs, stage proxy and this module.
- ensure your s3 buckets work and stage proxy is configured.
- configure stage file proxy.
- copy db from an prod like env to a dev env where stage proxy is configured.
- Expected: files referenced in content are automatically downloaded upon viewing.
- actual: missing files.

Possible cause

- there appear to be issues with file_exists incorrectly reporting true since s3fs module relies on s3fs_files table in the db.
