Make simple klaro configs translateable

Problem/Motivation

On multilingual site if the simple klaro configuration of one language is different from the other language then its only possible via config translation.

Steps to reproduce

Example scenario there is a service google_tag_manger which should only be required on German site and not on Italian site this could only be achived with config translation.

Proposed resolution

Enable config translation.
