Add support for Drush 13

Problem/Motivation

Next major testing is broken as the 11.x branch is now on Symfony 7 but Drush is locked to 6.

Proposed resolution

If Drush 12 ends up being compatible Drupal 11 then there is no fix needed. If only Drush 13 is compatible, then then the requirement in composer.json will need to be updated to ^12 || ^13 and tested.
