Identify conditions that result in "please hit 'refresh guidance'" result

I'm not sure if this is happening now that 🐛 Body copy suggestions, content length, readability, and patterns are all null Active is fixed. Lowering priority for now.

I was mistaken. This definitely still happens and occurs when an expected value is empty in the response from Conductor (see line 987 of ConductorHelper for example).

This occurs fairly regularly. I propose the following:

1. Log the response and request ID
2. Consider leaving the row completely empty rather than exposing the error to the end user. (There's no action that the end use can take as far as I know... so why even expose the error?)

Automatically closed - issue fixed for 2 weeks with no activity.
