Links to DAP Instructions and Quick Guide Not Found

Problem/Motivation

Steps to reproduce

Navigate to Configuration, System, Federal Google Analytics
Go to the bottom of the page where it says "More information about the settings can be found in the DAP analytics tool instructions or the GSA DAP UA code quick guide."
Clicking on either link will display the page was not found.

Proposed resolution

Update the links for the DAP instructions tools and the DAP Quick guide
