Problem/Motivation

CSS file theme issues that need to be resolved.

  1. The compiled CSS file must be loaded in the DOM header last.
  2. Allowing it to be cached by Drupal with the other CSS files
  3. Creating settings so the single CSS file has a caching string if requested.
