Upgrade does not finish

Problem/Motivation

After installing the new version the upgrade script does not finish. In the logs the following error is written.

TypeError: array_intersect_key(): Argument #2 must be of type array, null given in array_intersect_key() (line 56 of /var/www/html/web/modules/contrib/cmrf_reference/cmrf_reference.install)

Steps to reproduce

It is not easy to reproduce because often the upgrade does finish. But if an upgrade does not finish, a restart does not help.
