Removal of jquery_ui_draggable in 2.0.3 causes failures with upgrade on some sites

Problem/Motivation

The fix from Parent Issue: #3380103 causes issues when jquery_ui_draggable is enabled on the site when Focal Point is upgraded.

Removing this dependency causes failures.

The work-around for the moment requires either adding the jquery_ui_draggable to the project composer.json, removing the module from the core.extension.yml, or uninstalling jquery UI draggable.
