jQuery 1.9 is declared as unminified, leading to attempted re-minification

Problem/Motivation

H5P includes jQuery 1.9 in its library definition, but doesn't declare it as minified. This results in Drupal core attempting to minify it, which takes a long time but also does nothing useful.

Jquery is included separately when aggregation is enabled.
