Support running operations at kernel terminate event

Problem/Motivation

Responding to entity deletions is not available via the Drupal queue because by that time the entity has already been deleted. Or, at least it would be a complex challenge to take on. We still do not want to impact performance and the deletion operation in real-time, so let's add the ability to run operations at the end of requests.
