A content editor can define tooltip text on a media image

Problem/Motivation

Modern Drupal image widgets no longer expose the title attribute field, which actually makes sense from an accessibility standpoint. However, the tooltip functionality would still be nice. It would be great to build this functionality in a way that did not compromise on accessibility.
