Content Lock Timeout settings should say to "uninstall" instead of "disable" the module

Problem/Motivation

The maximum time in minutes that each lock may be kept. To disable breaking locks after a timeout, please disable the Content Lock Timeout module.

/admin/config/content/content_lock/timeout

Proposed resolution

Replace "disable" with "uninstall", since it's not possible to disable a module in Drupal 8+.
