Add PHP version requirement to info.yml

Problem/Motivation

The module requires PHP 8.2, and this is enforced in composer.json but not in *.info.yml which allows the enabling of the module without issue if someone installs manually or does not have a PHP version declared in composer.json.

Proposed resolution

Add php: 8.2 to *.info.yml.
