Title tag not out putting as selected

I had an issue where title tag was not being styled in print stylesheet.

One solution seems to be to disable the link to content link.

Not even sure what this does?

Secondly, I noticed that there is an option to change the markup around this. However it seems to me that this value is hardcoded in the template so I am not sure how this is supposed to work?
