Problem/Motivation

Level 9 will bring increased type safety, but also flags errors we cannot resolve until Drupal updates method signatures.

Proposed resolution

Set PHPStan to level 9.
Fix errors.
Create a baseline file to ignore Drupal-core specific errors.
