Add longer initial unban periods

Problem/Motivation

The default maximum initial unban period of 1 week is too short. I am banning spammers that are attacking my contact webform, so having a maximum of 1 week is a little too short.

Steps to reproduce

Just install the module.

Proposed resolution

The attached patch adds a 1 month & 1 year initial ban period.
