Increase PHPStan level to 9

Problem/Motivation

Level 9 will bring increased type safety, but also flags errors we cannot resolve until Drupal updates method signatures.

Remaining tasks

  1. Set PHPStan to level 9.
  2. Fix reviewer errors.
  3. Create a baseline file to ignore Drupal-core specific errors.
