Error with redirect service when attempting to add Workflow Participants block to block layout

Problem/Motivation

Adding the Workflow Participants block in Block Layout fails silently with this error logged:

Symfony\Component\DependencyInjection\Exception\ServiceNotFoundException: You have requested a non-existent service "destination". Did you mean this: "redirect.destination"? in Drupal\Component\DependencyInjection\Container->get() (line 157 of /app/web/core/lib/Drupal/Component/DependencyInjection/Container.php).

The merge request on the issue fork resolves the block issues. I did not write a test for this yet, and the existing tests have some failures which I documented in Issue #3432192
