What should happen if authors change after sending to VG Wort

Problem/Motivation

VG Wort doesn't allow authors to be changed once an article has been registered. Drupal doesn't have a such a restriction and long lived content can go through several rewrites over it's lifetime.

Proposed resolution

Not sure. We probably need to do discuss this with VG Wort to see what they think we should do.

One option would be to allow content to get a new VG Wort counter ID and register the content with VG Wort thereby updating the authors. We would need to be careful with the timing of this because we wouldn't want to affect payouts to authors. So we'd have to add limitations like only doing this once per year.
