Add translations when exporting module configuration

Problem/Motivation

When using drush config:devel-export MODULE_NAME, it would be great to also get translations of the exported config entities.

Example:

If you have a template such as: module_name/config/install/module_name.settings.yml

The Spanish translation config file would then be: module_name/config/install/language/es/module_name.settings.yml
