How to use the core content moderation workflow?

I know it is said that "This module is unconcerned with entity publishing and revisions and it exists purely as a way to track state information as part of a content model" on this module page.
However, why we cannot directly utilize the core content_moderation workflow type? If can, we can do many more things. Or, is there some other workaround to syncrhonize states and transitions between workflows_field and content_moderation?
