Description
As an anonymous user,
I can see a block that displays a banner image.
I can click anywhere on the banner image to navigate to the linked URL (if linked)
As a site admin,
I can display the ad banner in any block region or layout.
I can use unfiltered code to enable dynamically injected ad banners.
