Alert Banner

Description

As an anonymous user,

• I can see a block that is displayed prominently at the top of the page layout, above the header.
• I can click a close button to dismiss the alert block.
• I can click anywhere else on the Alert Banner to navigate to the linked URL (if linked)

As a site admin,

• I can display the alert banner in a layout region above the page header.
• I can use paragraphs to manage the displayed content, e.g. This block supports HTML and rich text.
