When content type can be send by simplenews, a new tab "Newsletter" is available on top of the editing form. However, this tab doesn't exactly access any newsletter content, but allows to send the very page as a newsletter.
Renaming the tab to "send" or whatever verb might be more appropriate would make the UI more obvious.
