If bulk delete action is performed on locked content, skip item and set site message

Problem/Motivation

When content is selected for an action, if any of the selected content is locked against editing, the job will hang and no explanation displays.

Steps to reproduce

Select a group of content, some of which is locked against editing.
Perform a bulk delete action
Verify that the job hangs.

Proposed resolution

Set a condition in the bulk actions to check for locked status, if found, skip the item and set a message on the confirmation screen:
"123 items were locked against editing and were not deleted."
