Add .gitlab-ci.yml file for automated MR testing

Problem/Motivation

DrupalCI, the automated testing of patches uploaded to drupal.org issues, is currently deprecated, slated to be completely disabled in a few months. Apparently in April sometime, they're going to lock further changes to DrupalCI configuration for projects. Everyone is supposed to be moving to GitLab CI and using MRs, not patches. Calling this major since it's time sensitive and would potentially have a major impact on development if we don't resolve this before things are shut down and we're left with no testing at all.

    Sorry, missed πŸ“Œ Adopt GitLab CI Active since that was only added to the 3.3.x branch, not back-ported to 3.2.x, etc.
