Terms not sorted Alphabetically when same weight

Problem/Motivation

When multiple terms have the same weight, their order isn't alphabetized like with other parts of Drupal. I can set the weights manually and that seems to be honored, but I want to add multilingual support and if the weights are set manually, the terms may not be alphabetical when viewed in another language.

Steps to reproduce

Create terms with the same weight (in this case 0). I can't tell what order they are in. Mine show up as mostly alphabetized so I didn't notice it initially.

Proposed resolution

Add an additional sort after weight. I'm not a programmer and don't know how to do that, though.
