Add support for remove version config for d10 deprecation to be removed in d12

Problem/Motivation

With deprecations being deferred to drupal 12 we need a way to add removed version to the configuration of rector rules. Current it assume next major.

Steps to reproduce

Proposed resolution

Update valueobject interface to add a properly communicating when the new codepath should be used. This should be optionional with default being next major in some way

Update deprecationshelper remover if needed
