Order filter option

Problem/Motivation

The new "Limit HTML ..." filter option often shows up at the bottom of the Filter list, making it hard to find and unclear that it actually replaces the other older "Limit HTML ..." filter.

Proposed resolution

Change the weight so that it appears next to the other "Limit HTML ..." filter on the Text format edit screen.
