File access download operation should not be checked to grant access to files

File access download operation : https://api.drupal.org/api/drupal/core%21modules%21file%21src%21FileAcce... is not valid to be used as a logic to grant acces to wiki files in hook_file_download , as it depends on access to content, so as wiki pages are not content is not the case.
