Allow other modules to disable crowdsec for individual requests

Problem/Motivation

In some scenarios, e.g. for Digital Signage, it is counter-productive if CrowdSec is controlling user requests to the site. This can lead to false positives, if the access control is under control of other components.

Proposed resolution

Provide a static flag in the CrowdSec middleware which can be disabled by other middlewares that executes earlier.
