Problem/Motivation

In dblog, since I installed this module, I got a lot of errors like this: A caller of file_create_url() did not pass a file URI.

Steps to reproduce

1. Install eu_cookie_compliance with composer.
2. Enable it by configuring it to be available to everyone.
3. Refresh pages, even in admin sections.
4. You have errors.

Proposed resolution

Add validation on the element passed to the _eu_cookie_compliance_convert_relative_uri function
