Problem/Motivation

While watching all how to video's - I have run into issues that are confusing. In more than one instance, following along with the video on a test site doesn't give the same result.
One video describes top container and bottom container. Neither of these are available in my theme and/or subtheme. I learned that adding a couple blocks of content, into these regions, brings the 'settings' for the regions to be available like the video.
I think this was by design. Listening to the audio, with 1 block added to the first top container, the width is 100% and unnecessary. however, you loose the ability to round or animate the edge. Also - not seeing the region settings even with 0 or 1 block is very confusing!
This behavior of not showing up also happened to me in Welcome text, Popup Login and Fixed Search settings page - I thought my installation was broken!

Steps to reproduce

remove blocks from layout for Top, Bottom, Welcome, Login and/or Search. Open Settings page for Solo, or Solo Subtheme (or custom Subtheme). The options for setting these regions do not appear.

Proposed resolution

Allow all unfilled regions in settings page to be empty, but still show in Settings.

    Intelligent Design

    The round option is a special feature that's available exclusively for grouped regions. If a region is completely empty, the settings won't show up. This keeps everything streamlined and user-friendly!
