Problem/Motivation

It's hard to enable moderation for taxonomy terms because the relevant UI for it is missing.

Steps to reproduce

Attempt to enable workbench moderation for taxonomy terms.

Proposed resolution

Add UI support for it.

Remaining tasks

Provide MR/patch.

User interface changes

The "Manage moderation" tab will now be visible when managing vocabularies.
