That action is something provided by the privatemsg module. You will have to ask in the issue queue for that module - if they haven't ported their Rules integration from Drupal 7 that will have to be done.
There is extensive documentation for Rule on how to port actions from Drupal 7 to the current version of Drupal. You may ask support questions here in this issue queue if you run into specific problems with the port.

I did post on the privatemsg issues and it has been replied that as of now is not implemented and it needs a sponsor to implement it, whatever that means.
So i reinstalled Drupal 10 since one easily cannot really remove some modules,( neither with using composer or drush) forgot if rule was in the list or not and installed ECA - a very interesting one. That's another book to learn but Event for "after User has been unblocked" wasn't easy to find/ implement. Eventually I discover, I assume is yours, "tr_rulez" module which YES it does have "User has been unblocked". So I'm back on Rule's modules, which is VERY confusing and different compared with very nice and useful Drupal 7 version - never had a problem on D7 . Surprised that was not "ported" since is such an important event, I never allow users to login with out my approval -
I'll send emails if some events are sending Private messages in D7 ( not Ok but maybe a compromise for now).
