Document how to use custom CSS from a theme

Problem/Motivation

Someone may prefer to use their own CSS, rather than the CSS provided by the module. The README at https://git.drupalcode.org/project/extlink provides a good example of what to add to your theme's info.yml in order to prevent CSS loading from a module.
