[3.x] Remove CKEditor 4 components

Problem/motivation

As part of a planned 3.x major version release ( 🌱 [META] Roadmap for 3.x branch Active ), we will remove CKEditor 4 support, as it is no longer supported in Drupal core.

Proposed resolution

Remove all code relating to the CKEditor 4 plugin provided by this module, as well as any dependencies and test coverage.

This module uses Gitlab CI for automated testing of proposed code changes. To contribute code changes, create a merge request. Patch files will not trigger automated testing and are not sufficient for review.
