✨ Create a source plugin that scans for locally installed recipes Active did not yet land.
The new source plugin for recipes added in ✨ Create a source plugin that scans for locally installed recipes Active fetches recipes from the Packagist.org API. The number of requests made to the API for each recipe's metadata is proportional to the number of recipes which makes scaling up impractical. We need to refactor the plugin to be more scalable.
