Problem/Motivation

A developer should be able to quickly understand how to contribute CSS to this project. All of the CSS was compiled via sassc, and so it will help to have documented the location of the scss files, as well as the command to compile and format the CSS.

Proposed resolution

Add a README with a Development heading, that clearly documents how to contribute CSS.
