Toolbar is Missing in Claro

Problem/Motivation

When IMF is used in the Claro theme, the toolbar at the top of the widget is missing. This prevents the ability to use "Expand all", "Collapse all", and "Bulk rename".

Steps to reproduce

1. Configure a node to use the Inline Media Form for a Media field.
2. Enable "Seven" as the default admin theme.
3. Attempt to use IMF to specify media files while creating/editing a node of the type modified in step 1.
4. Enable "Claro" as the default admin theme.
5. Attempt to use IMF to specify media files while creating/editing a node of the type modified in step 1.

Proposed resolution

I suspect either a theme-specific template is being used for Seven that is missing for Claro, or that CSS classes needs to be updated/made generic to work for both.
