Move configuration form and add link to configuration to module's info.yml

Since the module was already under Web Services in in https://git.drupalcode.org/project/formassembly/-/blob/2.x/formassembly...., I used /admin/config/services instead of /admin/config/content

I have added configuration link, please review and merge in module.

@raushan This issue has an issue fork, please apply your patch to the fork branch.

I got sidetracked and made more changes than I should have to the branch. I'll create a clean commit of just the menu path changes to the branch tomorrow morning.
