Not out of the box. If you want this to be handled as discounts, you're going to have to build your own promotion offer plugin.
Otherwise, you can try http://www.drupal.org/project/commerce_pricelist which allows you to define quantity tier pricing.

In other words, when purchasing quantity X, the unit price is Y.
