Ballon menu for adding rows missing

Using Drupal 10.2.2

Out of nowhere the option to add tab above or below the current tab is missing or not visible. Therefore only on tab can be filled with text.

This is a bit strange as this was working before (but I remember sometimes the options were not visible and you had to hover around with the mouse, then it appeared).

I also tried to change the backend theme but no luck.

Can somebody reproduce this problem?

    I was able to narrow down the problem. It seems that a combination of layout paragraphs module and the setup of text editor formats in a text field was causing the problem. Maybe it also involves a permissions problem.

    Besides CKEditor Accordion I was also not able to use the linkit module. The popover for choosing links was simply not shown (like the ballon menu for adding rows).

    Therefore I reckon it's not bug with this module but within CKEditor and a combination of other factors as described. Hence closing ticket.
