This is because Drupal 10.2 isn't compatible with Thunder 7.1. However, Thunder 7.2 is out now, so you can now upgrade to Drupal 10.2.
I'm encountering a distribution issue related to Thunder while attempting to update Drupal from version 10.1.7 to 10.2.3. Unfortunately, Thunder doesn't permit updating the Drupal version via composer command.
