I know that the order and type form fields depend on the getDefinitions of the AddressFormatRepository class by country.
I want to ask, is there a way to hook this change?
for example I always want the additionalName field to appear always in my form and the order will be
"%familyName %additionalName %givenName\n%organization\n%addressLine1\n%addressLine2\n%addressLine3\n%postalCode %locality %sortingCode"
I think there is #custom_format so we can hook form or widget to change this?
I tried with #field_overrides it doesn't work with additional_name = 'optional'

You need to subscribe to the AddressFormat event.
You can then modify $definition['format'] to always have %additionalName.
