Only allow users to revert to an earlier revision if they created the media entity

Problem/Motivation

Currently any user who is has the revert revision permission and has update access for the media entity can revert to an earlier revision. We're looking for way to restrict this so that a user can only revert to an earlier revision if they were the author of a media entity, similar to how nodes have a edit own content permission.

Create a separate 'revert ownl media revisions' permission that will allow a user to revert to an earlier revison if they are the author of the media entity
