Add do_/else_default_value settings for if_condition

Problem/Motivation

Using the `default_value` process plugin within a `do_process` or `else_process` setting is clumsy.

Proposed resolution

Let's add dedicated `do_default_value` and `else_default_value` settings to make life easier.
