Choices field widget not working in node edit form when applied to an Entity reference field in a Paragraph

Problem/Motivation

Version 2.1.5 no longer applies the choices widget Javascript to an Entity reference field when it is created in a Paragraph.

Steps to reproduce

1. Create a Paragraph
2. Add an Entity reference field to the Paragraph. Set cardinality to Unlimited (for example, a Taxonomy term field that reference the tags vocabulary)
3. Go to "Manage form display" and select "Choices" as the field widget. Save settings.
4. Create an "Entity reference revisions" field in a Content type and select this Paragraph in widget settings.
5. Now create a new node and add an instance of this Paragraph
6. Notice that the choices widget Javascript does not apply to Entity reference field in the node edit/add form.
